Drilling holes in Exhaust . . What do you guys think ?

On the subject of drilling holes in the stock exhaust . . . . what do you guys think ? I heard from Dave that he did ok with it. I was just wondering doesn't drilling holes in the exhaust make it run more lean , causing more back fire ? Also does this in any way affect it passing the emissions test ?
